  21Benefits is led by John L. Daly, J.D., LIC, a licensed insurance professional and non-practicing attorney with decades of experience designing, implementing, and administering tailored benefit programs for employers of all sizes. His work has consistently focused on governance, regulatory compliance, scalability, and long‑term sustainability within complex organizational environments.

Prior to founding 21Benefits, John was an owner and Executive Vice President of the Life & Benefits Division for Daly Merritt Insurance - a Michigan‑based regional independent insurance agency with approximately 60 employees and with roots in southeastern Michigan dating back to 1928. The firm served a diverse client base and developed deep expertise in group benefits, risk management, and employer advisory services.

Daly Merritt Insurance was subsequently acquired by AssuredPartners, now a Gallagher company. In addition to owning and managing 21Benefits, John continues to consult independently for AssuredPartners/Gallagher.

For association members with larger and more complex insurance portfolios meeting certain minimum premium thresholds, John will be pleased to introduce Gallagher resources - a premier broker in the USA.
